Introduction
The Oak Ridge photographs taken in July 1947 are among the earliest pieces of photographic evidence associated with the American “flying saucer” wave. They are also among the most misunderstood. The pictures attracted attention not because they clearly showed an extraordinary object, but because they were taken near one of the United States’ most sensitive atomic facilities during the opening months of the Cold War. Today, the surviving photographs do not provide convincing proof of an unidentified craft. The original negatives have not been made available, the surviving reproductions are poor, and essential technical information about the camera, lens, exposure and exact shooting conditions is missing. The historical importance of the case therefore lies less in what the photographs show than in how officials evaluated and preserved them.
How W. R. Presley’s photographs entered federal files
The surviving documentation identifies the photographer as W. R. Presley, an Oak Ridge resident living on Illinois Avenue. According to the contemporary Knoxville News-Sentinel account reproduced in the FBI file, Presley had been taking family photographs when he noticed an unusual streak or object in the sky. With one frame remaining on his film, he photographed the scene. Rather than remaining a local curiosity, the photographs quickly became government records. The FBI’s Knoxville office forwarded two photographic prints, together with a newspaper clipping and supporting correspondence, to FBI Headquarters under an “Internal Security – X” designation. What investigators meant by “authentic”
Modern readers often interpret an official statement that a photograph was “authentic” as meaning that the object shown was genuine. That was not how investigators normally used the term in the late 1940s.
For intelligence officers and photographic examiners, authenticity usually meant something much narrower:
- the print appeared to be an actual photograph rather than an obvious forgery;

Why the surviving images remain weak evidence
The biggest obstacle to evaluating the Oak Ridge photographs is the quality of the surviving material.
Researchers today generally work from copies reproduced in government files rather than original photographic negatives. As a result, many features visible in published versions may reflect copying, scanning and document reproduction rather than the original image.
Several important pieces of information are absent:
- the original negatives or first-generation prints;
- the make and model of the camera;
- lens focal length and exposure settings;
- exact time and direction of the photograph;
- independent photographs of the same object taken simultaneously.
Without those details, it is impossible to estimate an object’s size, distance, altitude or speed from the photographs alone. A small nearby object, an atmospheric feature or a distant aircraft can all produce similar visual results in a single still image.
The photographs therefore fail one of the basic requirements of modern photographic analysis: enough contextual information to reconstruct the scene independently.
Plausible explanations and their limits
The available evidence supports several ordinary possibilities, but none can be confirmed conclusively because so much original information has been lost.
Possible explanations include:
- Aircraft vapour trail or contrail. Contemporary descriptions refer to a trail visible in the sky. Under certain lighting conditions, a bright section of contrail or an aircraft viewed end-on can appear disc-like in a still photograph.
- Optical or photographic artefact. Film defects, reflections, overexposure and processing irregularities can create isolated bright shapes whose appearance changes when repeatedly copied.
- An unidentified airborne object. Because the surviving documentation lacks sufficient technical detail, investigators could not positively identify every feature visible in the photographs.
The key point is that none of these possibilities can now be tested rigorously because the original evidential chain is incomplete.
Why the case still matters in Oak Ridge’s UFO history
The Presley photographs occupy an unusual place in Tennessee’s UFO history because they show the intersection of two separate developments occurring in 1947.
First, they emerged during the nationwide surge of “flying saucer” reports that followed Kenneth Arnold’s famous June 1947 sighting. Second, they originated in a city whose existence revolved around one of America’s most secret nuclear programmes. Those circumstances ensured that even ambiguous photographs received official attention.
