Introduction

The strongest challenge to the conventional explanation for Boston’s September 1964 UFO reports came from just two witnesses. Most of the evening’s sightings were eventually linked to a small aircraft towing an illuminated political advertising banner along the Charles River. Yet two observers insisted that they saw both the advertising aircraft and a separate unidentified light at the same time. Their testimony created the most significant unresolved contradiction in an otherwise persuasive solution to the case.[bostonglobe.com]bostonglobe.comBoston Globe.com UF O files shed light on a bygone era in New Englandon Sept. 9, 1964, and the two were among 11 Bostonians who reported UFO sightings that night. For readers examining the broader Boston sightings discussed elsewhere in this Massachusetts UFO history project, the importance of the “second light” claim is straightforward. If the witnesses were correct, the aircraft explanation accounted for only part of what people saw that night. If they were mistaken, then the case becomes a useful example of how multiple lights, changing perspectives and imperfect observation can create a more complex mystery than actually existed.

Did Witnesses See a Second Object Over Boston?

Air Force investigators examining the Boston reports concluded that many sightings matched the movements of a plane towing a brightly illuminated political advertisement. The explanation fit the timing, location and appearance reported by numerous witnesses.[BostonGlobe.com]bostonglobe.comBoston Globe.com UF O files shed light on a bygone era in New Englandon Sept. 9, 1964, and the two were among 11 Bostonians who reported UFO sightings that night. The difficulty arose because a small number of observers described something more than the advertising aircraft. According to later summaries of the case and surviving investigative records, two witnesses reported seeing the known aircraft while simultaneously observing another object that appeared distinct from it. Those accounts prevented investigators from treating every report as a simple misidentification.[Universal Hub]universalhub.comUniversal HubThe year the Martians took a couple of spins around the Hancock…But then there were two reports from people who had spott…

Unlike many UFO disputes, the issue was not whether an aircraft was present. Investigators already knew that it was. The question was whether witnesses had accurately perceived a second object moving independently in the same part of the sky.

Warsher’s Account from the Harvard Bridge

The most frequently discussed witness was James Louis Warsher, described in contemporary reporting as an MIT engineering student. He and a companion reported observing an unusual object while travelling across the Harvard Bridge over the Charles River. Their account became central because it was detailed and because they maintained that what they saw could not be reduced to the advertising aircraft alone.[Universal Hub]universalhub.comUniversal HubThe year the Martians took a couple of spins around the Hancock…But then there were two reports from people who had spott…

According to the Air Force file, Warsher described an object approaching over the river toward the bridge. He reported that traffic slowed or stopped while people watched. The object was said to pass over the bridge, manoeuvre sharply, move toward the illuminated beacon atop the John Hancock Building and execute abrupt turns before changing direction again. The report emphasised movements that the witness believed were inconsistent with a conventional aircraft.[Wikimedia Commons]upload.wikimedia.orgProject Blue Book report 1964 09 9421388 Boston MassachusettsProject Blue Book report 1964 09 9421388 Boston Massachusetts

What made the testimony especially important was Warsher’s insistence that he also saw the banner-towing aircraft. If the aircraft and the unidentified light were visible together, then one could not simply be a mistaken identification of the other. That claim became the key point of contention in later discussions of the case.[Universal Hub]universalhub.comUniversal HubThe year the Martians took a couple of spins around the Hancock…But then there were two reports from people who had spott…

Why Investigators Considered the Witness Credible

The significance of the Harvard Bridge account does not rest on extraordinary evidence but on the witness’s apparent sincerity and observational confidence.

Several factors encouraged investigators and later researchers to take the report seriously:

  • Warsher was not describing a distant point of light glimpsed for a moment; he claimed a prolonged observation with identifiable landmarks nearby.[Wikimedia Commons]upload.wikimedia.orgProject Blue Book report 1964 09 9421388 Boston MassachusettsProject Blue Book report 1964 09 9421388 Boston Massachusetts
  • His background as an engineering student gave the account an appearance of technical competence, even though expertise in engineering does not guarantee accurate aerial observation.[Universal Hub]universalhub.comUniversal HubThe year the Martians took a couple of spins around the Hancock…But then there were two reports from people who had spott…
  • Investigators directly questioned him about possible conventional explanations, including searchlight effects, indicating that they viewed the report as worth examining rather than dismissing immediately.[Wikimedia Commons]upload.wikimedia.orgProject Blue Book report 1964 09 9421388 Boston MassachusettsProject Blue Book report 1964 09 9421388 Boston Massachusetts

At the same time, credibility should not be confused with correctness. Many well-documented UFO cases involve honest witnesses who accurately report what they believed they saw while still being mistaken about the object’s nature, distance or motion. The Air Force investigation itself treated Warsher as a genuine witness while continuing to explore ordinary explanations.[Wikimedia Commons]upload.wikimedia.orgProject Blue Book report 1964 09 9421388 Boston MassachusettsProject Blue Book report 1964 09 9421388 Boston Massachusetts

Why the Second-Light Claim Remained Unresolved

The surviving records show that investigators specifically considered whether the reported object might have been a searchlight or spotlight projected onto low clouds. Boston had scattered cloud cover that evening, and moving light projections can sometimes create the illusion of abrupt turns or unusual speed. Investigators raised this possibility directly with Warsher.[Wikimedia Commons]upload.wikimedia.orgProject Blue Book report 1964 09 9421388 Boston MassachusettsProject Blue Book report 1964 09 9421388 Boston Massachusetts

The problem is that neither side could conclusively prove its case.

For the witness interpretation:

  • The observers claimed simultaneous visibility of both the advertising aircraft and the unidentified object.[Universal Hub]universalhub.comUniversal HubThe year the Martians took a couple of spins around the Hancock…But then there were two reports from people who had spott…
  • The reported manoeuvres appeared more dramatic than those expected from a slow aircraft towing a banner.[Wikimedia Commons]upload.wikimedia.orgProject Blue Book report 1964 09 9421388 Boston MassachusettsProject Blue Book report 1964 09 9421388 Boston Massachusetts

For the sceptical interpretation:

  • Night-time observations provide poor information about distance, speed and size.
  • Bright lights near urban landmarks can appear to dart, hover or change direction because of perspective effects.
  • No radar confirmation, photographs or independent physical evidence established the existence of a second craft.[Wikimedia Commons]upload.wikimedia.orgProject Blue Book report 1964 09 9421388 Boston MassachusettsProject Blue Book report 1964 09 9421388 Boston Massachusetts

As a result, the second-light claim never evolved into strong evidence for an unknown object. Instead, it remained a residual inconsistency within a case that otherwise had a convincing conventional explanation.

What Evidence Is Still Missing?

The Harvard Bridge testimony survives largely through witness statements and investigative summaries. The crucial evidence that might have settled the matter never emerged.

Missing pieces include:

  • Independent photographs showing both the aircraft and the alleged second object.
  • Radar data confirming a separate target.
  • Multiple detailed witness statements from different locations describing the same independent object.
  • Precise reconstruction of all aircraft, searchlight and advertising operations in the area at the exact time.[Wikimedia Commons]upload.wikimedia.orgProject Blue Book report 1964 09 9421388 Boston MassachusettsProject Blue Book report 1964 09 9421388 Boston Massachusetts

Because those forms of corroboration are absent, the case cannot be elevated beyond an unresolved witness report. Yet neither can the testimony be completely erased from the historical record. The claim survives precisely because it targets the strongest weakness in the aircraft explanation.

Why the Second Light Still Matters

Within Massachusetts UFO history, the Harvard Bridge witnesses illustrate an important distinction between a generally solved case and a perfectly solved one. The advertising aircraft explanation appears to account for most reports from the Boston sighting cluster of September 1964. However, the testimony of Warsher and the other witness who reported seeing both objects at once leaves a small but genuine gap between the available explanation and every detail reported by observers.[bostonglobe.com]bostonglobe.comBoston Globe.com UF O files shed light on a bygone era in New Englandon Sept. 9, 1964, and the two were among 11 Bostonians who reported UFO sightings that night. Air Force investigators…

That gap does not demonstrate that an extraordinary craft was present. It does, however, explain why the Boston incident continued to attract attention long after investigators identified the banner-towing aircraft. The second-light claim remains the case’s most persistent unresolved element: credible witnesses reported something that does not fit neatly into the dominant explanation, yet the evidence is too limited to establish an alternative one.[Universal Hub]universalhub.comUniversal HubThe year the Martians took a couple of spins around the Hancock…But then there were two reports from people who had spott…
