Introduction

The strongest physical claim in the 1958 Loch Raven encounter is not the reported glowing object itself but the allegation that it temporarily disabled a car. According to witnesses Phillip Small and Alvin Cohen, their vehicle lost engine power, headlights and dashboard lights simultaneously as they approached the object, then returned to normal operation after the object departed. If accurate, that would move the case beyond a simple sighting of an unusual light and into the category of a reported encounter with physical effects.[Internet Archive]archive.orgBrad Sparks Comprehensive Catalog of 1,600 Project Blue Book UFO UnknownsPhillip Small and Alvin Cohen saw a large, flat egg-shaped object, flying low about 100-150 ft above the bridge…

The problem is that the blackout was never independently tested. No damaged components were preserved, no mechanic produced a contemporaneous technical report, and no measurements were taken. More than six decades later, the question is not whether the witnesses reported a failure—they clearly did—but whether the object caused it. That distinction is crucial when assessing one of Maryland’s most frequently discussed UFO cases.[Internet Archive]archive.orgBrad Sparks Comprehensive Catalog of 1,600 Project Blue Book UFO UnknownsPhillip Small and Alvin Cohen saw a large, flat egg-shaped object, flying low about 100-150 ft above the bridge…

What Small and Cohen Said Failed

The witnesses did not describe a simple engine stall. Their account was more specific. As they neared the object near the bridge at Loch Raven, they reported that the engine stopped and that the vehicle’s electrical systems failed as well, including the headlights and dashboard illumination. Attempts to restart the car reportedly produced no response. Only after the object emitted a brilliant flash, accompanied by intense noise and a sensation of heat, did the vehicle return to normal operation.[calameo.com]calameo.comJohn SpencerWorld Atlas of UFOsBoth witnesses panicked, jumped out of the car and moved behind it. After some 20-:m seconds a bright white light acco…

That sequence became one of the reasons later UFO researchers classified the incident as a “close encounter of the second kind”, a category used by astronomer J. Allen Hynek for reports involving alleged physical effects such as vehicle interference, electrical disruption or physiological reactions in witnesses.[Wikipedia]WikipediaClose encounterClose encounter

The timing is what makes the claim difficult to dismiss outright. The reported electrical failure occurred during the sighting and allegedly ended immediately after the object’s departure. From the witnesses’ perspective, the events appeared directly connected. Yet timing alone does not establish cause. A temporary vehicle fault can occur at the same moment as an unusual observation without the two being related.

Possible Electrical Faults and Coincidence

A key limitation of the case is the absence of forensic evidence. Modern investigators examining a reported vehicle-interference incident would want battery readings, wiring inspections, ignition-system tests or evidence of component damage. None of that exists for Loch Raven. The surviving accounts depend almost entirely on witness recollection.[Internet Archive]archive.orgBrad Sparks Comprehensive Catalog of 1,600 Project Blue Book UFO UnknownsPhillip Small and Alvin Cohen saw a large, flat egg-shaped object, flying low about 100-150 ft above the bridge…

Several ordinary explanations are therefore possible:

  • Intermittent battery or electrical connection. A loose battery terminal, faulty ground connection or damaged wiring can temporarily cut power to lights and ignition before reconnecting unexpectedly.
  • Ignition-system malfunction. Mid-century vehicles were more vulnerable to distributor, coil and ignition faults than modern cars. Some failures can appear sudden and then disappear.
  • Mechanical coincidence. A vehicle problem occurring at the same time as a startling sighting may later be remembered as part of a single event even if the causes were unrelated.
  • Memory reconstruction. Investigators of unusual experiences have long noted that dramatic incidents are often recalled as more tightly connected than they appeared in the moment, especially when witnesses are trying to make sense of an unexpected event.[BPS]bps.org.ukclose encounters psychological kindClose encounters of the psychological kind | BPS15 Sept 2015 — The second kind A sighting that appears to be supported by physical evi…

None of these explanations can be proven because the vehicle was never examined in a way that would allow later verification. The same evidential gap that prevents confirmation of extraordinary causes also prevents confirmation of mundane ones.

Why a Simple Breakdown Does Not Fully Resolve the Story

Although a conventional vehicle fault is plausible, it does not automatically explain every element of the witnesses’ narrative.

The reported blackout was only one part of a sequence that also included a bright flash, a loud sound compared with thunder or an explosion, and a sensation of heat or burning on the witnesses’ faces. According to later retellings and catalogues of Project Blue Book cases, the men displayed symptoms likened to mild sunburn after the event.[calameo.com]calameo.comJohn SpencerWorld Atlas of UFOsBoth witnesses panicked, jumped out of the car and moved behind it. After some 20-:m seconds a bright white light acco…

A routine ignition or battery problem cannot account for those additional claims. That does not mean the object caused them, but it does mean that explaining the car alone does not explain the entire report. Any comprehensive interpretation must address all of the reported features rather than selecting only one.

This is one reason the case remained noteworthy among UFO researchers. Many sightings can be reduced to a misidentified star, aircraft or meteor. Loch Raven is harder to compress into a single simple explanation because it combines visual observations with alleged physical effects.[The Towson Torch]towsontorch.comThe Towson Torch🛸 The Enigma of the 10/26/58 Loch Raven Reservoir UFOOctober 27, 2025 — 26 Oct 2025 — In the Loch Raven case, the object apparently caused the car's electrical failure and a physical sensati…Published: October 27, 2025

The Missing Evidence That Would Have Settled the Question

The most important fact about the car blackout is not what was reported but what was never documented.

Had investigators obtained immediate technical evidence, several possibilities could have been tested. Burnt wiring, damaged electrical components, magnetic effects or persistent mechanical failures would have strengthened the claim of an external influence. Conversely, discovery of a loose cable, failing battery or defective ignition part would have pointed towards a conventional explanation.

No such evidence survives in the public record. As a result, the blackout remains an unverified claim rather than a demonstrated physical effect. The incident’s reputation rests largely on the credibility assigned to Small and Cohen rather than on independent technical proof.[Internet Archive]archive.orgBrad Sparks Comprehensive Catalog of 1,600 Project Blue Book UFO UnknownsPhillip Small and Alvin Cohen saw a large, flat egg-shaped object, flying low about 100-150 ft above the bridge…

The Most Defensible Assessment

Could the Loch Raven object have disabled the car? The available evidence does not allow a confident answer.

The witnesses consistently reported a complete loss of vehicle power followed by an equally sudden recovery, and that sequence is central to why the case became one of Maryland’s best-known close-encounter reports.[calameo.com]calameo.comJohn SpencerWorld Atlas of UFOsBoth witnesses panicked, jumped out of the car and moved behind it. After some 20-:m seconds a bright white light acco…

However, there is no surviving mechanical evidence showing that an external object interfered with the vehicle. A temporary electrical fault remains a plausible explanation, and the timing of two events occurring together is not proof that one caused the other.

The blackout therefore remains the strongest argument for those who regard the Loch Raven encounter as more than a misidentified light, but it is also the weakest point from an evidential standpoint because the claim depends almost entirely on testimony. The car may have been affected by something unusual, or it may have suffered an ordinary malfunction at a remarkable moment. The surviving record is insufficient to distinguish between those possibilities.
