What Did Jimmy Carter See Near Leary?
Jimmy Carter's puzzling light remains famous, but a rocket cloud or Venus fits the evidence better than an alien craft.

Introduction
Jimmy Carter’s sighting near Leary became Georgia’s most famous UFO story because the witness later became president, not because the case produced unusually strong physical evidence. Carter reported a bright, colour-changing light in the western sky before a Lions Club meeting. He believed that he had seen something genuinely unidentified, but repeatedly rejected the idea that it was an alien spacecraft. The surviving record now favours an ordinary explanation: either Venus, distorted by uncertain distance and motion perception, or more convincingly a glowing barium cloud released by a research rocket from Eglin Air Force Base in Florida.[archives.gov]archives.govNational ArchivesNational Archives
The case remains important within Georgia’s UFO history because it shows how a sincere, technically educated and credible witness can describe a real spectacle accurately in broad outline while misremembering its date and misjudging its movement, distance or cause. Carter’s testimony deserves to be taken seriously, but it does not require an extraordinary object.
What Carter originally reported
Carter completed a handwritten report for the International UFO Bureau on 18 September 1973, several years after the event. He placed the sighting at Leary, Georgia, at about 7.15 pm in October 1969. He wrote that the sky was clear, stars were visible and the object appeared roughly 30 degrees above the western horizon. His description was of a luminous phenomenon rather than a clearly structured machine. On the form, Carter characterised it as “very bright”, apparently self-luminous and not solid. He recalled changing colours, including blue and red, and marked apparent changes in brightness, size and distance. He did not report a noise, exhaust, occupants, landing marks, radar confirmation or any other physical trace. In later retellings, Carter said that the light seemed to approach the group, stop beyond pine trees, change from blue to red and back to white, then recede. He also said that he dictated his impressions soon after returning home, although the surviving UFO form itself was not completed until 1973. Importantly, he distinguished “unidentified” from “extraterrestrial”. That distinction is often lost in popular versions of the story. Carter did not claim to see a metallic saucer, alien occupants or impossible technology. His core claim was narrower: he and others watched an unusual light whose identity they did not know.
Why the date changed the case
The most consequential problem in Carter’s report is its date. Investigator Robert Sheaffer checked Lions Clubs International records and found that Carter addressed the Leary club on 6 January 1969, not in October. Carter was visiting clubs in his capacity as a Lions district governor, and the January engagement matched the location and circumstances of his later account. The correction matters for more than clerical neatness. A proposed explanation must match the sky, weather and human activity on the actual evening. Once the sighting was moved to 6 January, two testable candidates emerged: Venus, then bright in the western evening sky, and a documented high-altitude chemical-cloud experiment launched from Eglin Air Force Base.
The mistaken month also weakens confidence in the report’s finer details. Carter may have recorded some impressions soon after the event, but the document available for investigation was produced about four years later. If the date drifted by nine months, estimates of exact time, duration, elevation, apparent size and sequence may also have been approximate rather than instrument-like measurements.
Attempts to recover independent witness testimony did not greatly strengthen the case. Later inquiries reportedly found that most people associated with the meeting either did not remember the episode or did not remember it as especially remarkable. One man, Fred Hart, recalled something like a small blue light and suggested a weather balloon, but said the event had faded far into memory. The case for Venus
Sheaffer argued that Venus closely matched Carter’s reported direction and elevation. On 6 January 1969, it was bright in the west-south-west at an altitude of about 25 degrees, close to Carter’s estimate of 30 degrees. The weather was reportedly clear, making the planet plainly visible. This explanation accounts well for a steady bright light in the correct part of the sky. It could also account for apparent approach or retreat if observers unconsciously interpreted changing brightness, haze or their own movements as changes in distance.
However, Venus does not naturally explain every element of Carter’s account. It does not genuinely travel towards observers, stop near trees, expand to an apparent moon-like size or change distinctly from blue to red and white. Atmospheric turbulence can make a bright object flicker and show brief colour fringes, while memory can turn flickering into a clearer sequence, but the full description is a less comfortable fit than the direction alone. Familiarity reduces the chance of a simple mistake, but it does not eliminate it. Pilots, astronomers, police officers and military personnel can all misidentify familiar objects when viewing conditions remove normal cues to range and scale. The Venus theory therefore remains plausible, though not demonstrably proved.
The case for a barium cloud
A more specific explanation was advanced by atmospheric scientist Carl “Jere” Justus, who had worked on Air Force and NASA programmes using rockets to release chemical tracers into the upper atmosphere. Barium released at high altitude can remain illuminated by sunlight after the ground below is dark. Justus identified a documented barium release from Eglin Air Force Base on 6 January 1969. The release was made at an altitude of about 152 kilometres. From Leary, roughly 234 kilometres away, it would have appeared approximately west-south-west and about 33 degrees above the horizon—strikingly close to Carter’s stated direction and 30-degree elevation. The timing is the main uncertainty. Carter wrote approximately 7.15 pm, while the best-known documented release time is 7.35 pm. If Carter’s time was exact, that cloud would have appeared too late. Yet the sighting time was reconstructed years afterwards, and the gathering was informal rather than a timed observation. Justus and later sceptical discussion also considered whether an earlier release, or a cloud persisting from a preceding rocket, could bridge the gap. The explanation reportedly reached Carter through his associates. Material reproduced in a later presentation quotes Carter’s response as saying that it “could be accurate”, while his staff described the barium-cloud account as the most convincing explanation they had encountered. Why credible testimony can still mislead
Carter’s reputation makes the case memorable, but credibility and observational accuracy are different questions. There is no serious reason to think he invented the experience. The more useful question is how much weight to place on estimates made during a surprising event and formalised years later.
Several features limit the testimony:
- Distance was unknowable. A light against the sky provides few clues to whether it is hundreds of metres away, many kilometres away or far above the atmosphere.
- Apparent motion may not be physical motion. Without fixed reference points, a stationary light can seem to drift, approach or retreat.
- Colour can change through both physics and perception. Atmospheric effects, chemical emissions and contrast against a darkening sky can all alter what observers report.
- Memory preserves meaning better than measurement. A witness may retain the strong impression that something approached and changed colour while losing the exact time, sequence and duration.
- Group presence is not the same as independent corroboration. The other observers did not leave detailed contemporary reports that could be compared with Carter’s account.
The strongest reading is therefore neither “a president saw aliens” nor “nothing happened”. Carter and other Lions Club members almost certainly saw a genuine luminous phenomenon. The corrected date places both a brilliant Venus and a documented high-altitude rocket experiment in relevant positions. Of the two, the barium-cloud explanation better accommodates the changing colours, diffuse or non-solid appearance, apparent size and extended display; Venus remains a simpler but less complete alternative.
Within Georgia’s UFO history, the Leary sighting is best classified as a famous case that was initially unexplained but later substantially weakened as evidence for anything exotic. Its lasting value lies in the contrast between witness integrity and evidential limits: an honest observer can report an extraordinary-looking light without the cause itself being extraordinary.
