Why Delaware produces plausible misidentifications

What would make a Delaware case genuinely strong?
A credible investigation begins before memories and records disappear. The most useful report would state the exact time and location, viewing direction, angular height, weather, duration and apparent movement. A small residue remains unresolved, but that residue should be described carefully. Some Delaware witnesses may have observed genuinely unusual aerial events.
