North Concord Air Force Station formed part of the Cold War radar network watching North American airspace. On 19 September 1961, operators reported an unusual radar return on a height-finder radar. According to the Project 10073 Record Card, the target initially resembled a normal aircraft-sized return at an altitude of roughly 62,000 feet. Over an observation lasting about 18 minutes, it appeared to move slowly while following an erratic course before radar contact was lost. Why a weather balloon was considered

The Air Force ultimately regarded a weather balloon as the most plausible explanation for the radar target rather than an unknown aircraft or extraordinary object. Several features of the radar track supported that possibility.

Investigators pointed to:

  • the reported altitude of around 62,000 feet, consistent with weather balloons operating in the upper atmosphere;
  • the comparatively slow apparent movement;
  • an erratic course that could be explained by changing upper-level winds;
  • the lack of evidence for rapid acceleration or controlled manoeuvres typical of powered aircraft.

How conflicting labels left the case unresolved

Despite the balloon explanation, the paperwork surrounding the case is surprisingly inconsistent.

The GovWeird reconstruction of the National Archives file identifies the case as “Insufficient Data”, while also reproducing the original record card showing the conclusion “Probably Balloon”. Those mixed labels matter because Project Blue Book distinguished between several different outcomes:

  • Probably Balloon indicated that investigators believed a balloon best fit the available evidence.
  • Insufficient Data meant the evidence was inadequate to reach a firm conclusion.
  • Unidentified was reserved for cases that remained unexplained despite sufficient investigation.

The North Concord file never settled cleanly into one of those categories. Instead, it preserves signs of an investigation that leaned towards a conventional explanation without fully resolving every element of the report.

Why later researchers still discuss the case

The North Concord incident attracts continued attention because it illustrates the limits of Project Blue Book’s investigative process rather than because it provides compelling proof of an extraordinary object.

Researchers generally agree on several points:

  • the radar return was genuinely recorded by military personnel rather than being an invented account;
  • the Air Force regarded a weather balloon as the most likely explanation for the radar data;
  • the visual observations of changing coloured lights remain more difficult to reconcile with the radar evidence;
  • the surviving documentation is too limited to determine with confidence whether both reports described the same object.
