Introduction
Did Congress really investigate Michigan’s UFO reports in 1966? The answer is both yes and no. In response to public anger over the Air Force’s handling of the famous Michigan sightings and the widely mocked “swamp gas” explanation, the House Armed Services Committee held a hearing on 5 April 1966. The hearing examined Project Blue Book, the Air Force programme responsible for investigating UFO reports. Yet the inquiry was much narrower than the public investigation that Michigan congressman Gerald Ford had called for. Rather than hearing from local witnesses, police officers, college students, or residents who had reported unusual objects, Congress largely heard from Air Force officials and scientific advisers. The House Armed Services Committee hearing was held only days after the Michigan sightings and the political uproar that followed them. The principal witnesses were Air Force Secretary Harold Brown, Project Blue Book chief Major Hector Quintanilla, and astronomer J. What the Air Force claimed about Project Blue Book
The Air Force used the hearing to defend Project Blue Book and reassure Congress that UFO reports were being handled systematically. Harold Brown testified that Blue Book followed a process of investigation, analysis and public reporting. Why excluding local witnesses limited public confidence
The central weakness of the hearing was not necessarily what was said, but who was absent.
Michigan residents had reported unusual lights near Dexter and Hillsdale. Some witnesses included police officers, college students and local citizens who insisted they had seen something that could not be easily dismissed. Yet none of those witnesses became the focus of congressional questioning. The hearing did not systematically examine:
- Detailed eyewitness accounts from southern Michigan.
- Cross-examination of key local witnesses.
- Competing interpretations of specific sightings.
- Complaints that investigators had reached conclusions before gathering enough evidence.

As a result, the hearing addressed governmental procedure more than witness credibility. For people who believed the Air Force had dismissed them unfairly, the hearing offered little opportunity to present their own case directly before Congress.
This mattered because Ford’s concern had always been as much about confidence as about UFOs. He argued that citizens deserved a visible and thorough examination of the evidence. What the hearing left behind
The hearing’s long-term importance lies less in its conclusions than in what it revealed about public trust.
Air Force officials largely defended existing procedures. Hynek, meanwhile, suggested that a more independent scientific review might be necessary.
